For both, there was an eerily similar use of border security backdrop, signaling the decisive role it and immigration will play in the election. Their visits were but another reminder of how the border is used for political theater. Across South Texas, where I lived in recent years, I have repeatedly witnessed federal and state agents convert tiny slivers of the border into sites of violent spectacle. He prevented federal Border Patrol agents from routine access to the riverbank, even after a Supreme Court ruling in January allowed agents to cut or remove the wire.

Most people know by now about the border war between Texas and the United States playing out along the banks of the Rio Grande. Less obvious, but no less consequential, is an emerging border war inside the Supreme Court. At the physical border are 29 miles of coiled razor wire on the United States side of the river, put in place by the Texas National Guard on orders from Gov. It has had the added and hardly unpredictable effect of barring access to the border by the federal Border Patrol agents. The state lost in Federal District Court on the grounds that the United States is immune from suits of this type.

If nothing else, it is historically fitting that a former governor of South Carolina would endorse the notion that a state can leave the American union of its own accord. During an interview on Wednesday with “The Breakfast Club,” a morning radio show, Nikki Haley affirmed a state’s right to secede, in the context of the current standoff between Gov. “If that whole state says, ‘We don’t want to be part of America anymore,’ I mean, that’s their decision to make,” Haley said. Later, when asked if she really agrees with the idea that states have a right to secede, Haley said that “states have the right to make the decisions that their people want to make.”None of this is new for Haley. When asked, during her 2010 campaign for governor, if states had the right to leave the union, she said yes, “I think that they do.

Federal Border Patrol agents learned at about 9 p.m. of a group of migrants in distress as they attempted to cross the Rio Grande, according to the statement by Cuellar, a Democrat. Federal agents tried to contact Texas officials by telephone, but were unsuccessful, and then went in person to the Shelby Park entrance to speak to the Texas Military Department and the Texas National Guard officials there. A spokesperson for Texas's governor referred questions to the Texas Military Department, which did not immediately respond to a request for comment. A spokesperson for the Border Patrol did not immediately respond to questions. Texas has increasingly sought to implement its own border controls, which have historically been the legal domain of the federal government.
